This is the 1976 edition of Waterworks, the leaky pipe card game from Parker Brothers. This set comes as shown, cards, card holder, instructions, box, and 7 pipe wrenches (should have been 10, but 3 are missing, and some have lost their brassy finish). As far as the cards go, It looks like all that is missing is one leaky lead cap card. The instructions have some wear from age, and the box has notable wear as well. See pictures for details.
