Tommy Vercetti, a notorious mobster, is released from prison after serving a fifteen-year term for murder. In a bid to amass funds, his boss, Sonny Forelli, who has ambitions of extending his drug operations in the South, dispatches Tommy to Vice City. His mission is to oversee a significant drug deal, with the aid of Ken Rosenberg, a lawyer known for his corrupt practices.

When the transaction is abruptly interrupted by unidentified attackers, Tommy and Ken narrowly evade danger. On discovering the failed deal, an enraged Sonny insists that Tommy retrieve not only the drugs but also the money he had given him, cautioning him of dire consequences should he not comply.

Thus begins a narrative where everything from betrayal to a violent lifestyle that Tommy has chosen for his life.
