This attractive sugar bowl was made by the Heisey Glass Company. Heisey is well-known for their elegant Depression glass. Bowl is marked on the base with the H in a diamond (see photo #5). Base also has a 20-point star and around it is a highly polished rim, a hallmark of quality glassware. Height of bowl: 3 1/8 in.; diameter w/o handles: 3¼ in. at rim and 3½ in. at widest point; width with handles: 5 3/8 in.
This piece is in good vintage condition: there is a chip on the bottom of one handle. I've included photos of it; the first I circled, the second pic shows the entire handle with no circle. It's a shallow chip, which didn't alter the overall shape of the handle. When looking at all the photos, the handle with the string is the one with the chip. The damage described is reflected in the price.
